New DOE Rules for Pool Pumps: What Arlington Pool Owners Need to Know
If you own a pool in Arlington, TX, there's a new federal regulation you need to know about. The U.S. Department of Energy (DOE) has finalized energy conservation standards for Dedicated Purpose Pool Pump Motors (DPPPMs) — the motors that power your pool pump.
In plain English: single-speed pool pump motors are being phased out. Starting in 2025 and 2027, any new pool pump motor sold in the U.S. must be variable-speed (for motors 0.5 HP and above).
Here's what that means for your pool, your electric bill, and your wallet.
What Changed?
On September 28, 2023, the DOE published a final rule establishing new energy efficiency standards for pool pump motors. The rule phases in over two years, with different deadlines depending on motor size:

Why Is the DOE Doing This?
Pool pumps are one of the biggest energy users in a home with a pool. A typical single-speed 1.5 HP pump running 8 hours a day can cost $80–$120 per month in electricity. Across the U.S., pool pumps consume enough energy to power millions of homes.
The DOE estimates these new standards will save 1.56 quadrillion BTUs of energy over 30 years — equivalent to the annual energy use of 16.8 million homes. They also project $684 million per year in reduced operating costs for pool owners nationwide.
What This Means for You
If Your Pump Is Already Variable-Speed
You're fine. Nothing changes. Variable-speed pumps already meet or exceed the new standards. You're already saving money on electricity compared to a single-speed pump.
If You Have a Single-Speed Pump
You can keep running it as long as it works. The rule doesn't require you to replace a working pump. But when it fails — and it will — the replacement must be variable-speed.
Here's the thing: you don't have to wait for it to fail. If your pump is more than 5-7 years old, upgrading now can save you money immediately.
How Much Can You Save?
The DOE's own analysis shows that upgrading from a single-speed to a variable-speed pump pays for itself quickly:
- Standard-size motors (1.15–5 HP): Average savings of $236 over the pump's lifetime, with a payback period of just 1.3 years
- Small-size motors (0.5–1.15 HP): Average savings of $4 (smaller motors save less, but the variable-speed requirement still applies)
In Texas, where we run our pumps year-round, the savings are even bigger. A variable-speed pump running at lower speeds for longer periods uses 50–80% less energy than a single-speed pump.
Freeze Protection Rules Too
The DOE also set rules for freeze protection controls on variable-speed pumps. If your pump has built-in freeze protection, it must ship with these default settings:
- Freeze protection activates at 40°F or below
- Runs for no more than 1 hour before rechecking temperature
- Motor speed in freeze mode is no more than half of maximum speed
These are sensible defaults that protect your equipment without wasting energy. In Texas, where freezes are infrequent but damaging, this is a good balance.
What About Replacement Motors?
This is where it gets important for pool owners. When your pump motor fails but the pump housing is still good, you might think about just replacing the motor. Under the new rules:
- Motors ≥ 0.5 HP sold as replacements must be variable-speed
- Motors < 0.5 HP just need to meet the 69% efficiency standard
This means the old "slap a new single-speed motor on it" repair is going away. If your pump is older, a full pump replacement may actually be more cost-effective than a motor swap.
What Should You Do?
Option 1: Wait Until It Breaks
Valid if your pump is relatively new (under 5 years) and running well. Just know that when it fails, you'll be paying for a variable-speed replacement — and possibly dealing with a rush repair in the middle of summer.
Option 2: Upgrade Now (Recommended)
If your pump is 5+ years old, proactive replacement makes sense:
- Start saving on electricity immediately
- Avoid the summer rush when everyone's pump fails
- Many electric companies offer rebates for variable-speed upgrades
- Newer pumps are quieter and more reliable
Option 3: Check for Rebates
Many Texas utility companies offer rebates for switching to variable-speed pool pumps. Check with your provider — some offer $100–$300 back. The energy savings alone make it worthwhile, but rebates sweeten the deal.
